Lilian is a Social-Political Lawyer with over twenty years of work experience in both the public, private and not for profit sectors. Lilian has specialized knowledge and expertise in both the theory and practice of law, gender, governance, human rights, labour, HIV/AIDS and policy analysis. She has served on a number of NGO Boards including chairperson of the Africa Platform on Social Protection.
A Senior Advocate, Lilian enrolled and was admitted to the Bar in 1992. She has served as a Board member of the Legal aid Clinic of the Uganda Law Society 1998- 2000 and FIDA Uganda 1997- 2000. Also served on as the legal representative on the Architects Regulations Board. Lilian brings into PLA strategic visioning , direction and commitment to social justice . Lilian also worked as the country representative of the American Jewish World service where she assisted the grassroots organisation to develop towards their missions.
Lilian is the founding Executive Director of Platform for Labour Action and the 12 years of service with PLA enhanced her understanding of labour and policy related issues. Lilian also served as on the Uganda Labour Advisory Board to the Minister responsible for Labour and has assisted hundreds of vulnerable and marginalised workers to escape exploitation and abuse.
Lilian holds a Master of Arts degree in Governance and Development, from Sussex University, the United Kingdom, Diploma in Legal Practice, Law Development Centre, Kampala and Bachelor of Laws, Makerere University Kampala. Lilian was Elected Ashoka Fellow for Life 2002 as a member of Global Association of Leading Social Entrepreneurs and is the winner of the Female Human Rights Lawyer of the Year Award, 2014 from the Uganda Law Society.
Lilian supports PLA through her sharing of richness and diversity of experience from, banking, land rights, human rights and social justice.
